Long term recovery vouchers from The Salvation Army are available to those in need from Harrison, Pottawattamie, Mills, or Fremont County IA.

People can call the Council Bluffs office at 712-328-2088 to get an appointment or they can take their ID, FEMA paperwork, and copy of bill they need help with to the Glenwood Resource Center Thursday or Friday from 10 a.m.-2 p.m.

Beginning July 11, Salvation Army staff will be in Tabor on Thursdays from 10:30 a.m. to 3:30 p.m. Call Sara at 712-328-2088 to make an appointment in Tabor, too.

PURPOSE: Individuals/families may receive a one-time grant of up to $1,500 to support immediate need while they begin to rebuild. Farmers may receive a one-time grant of up to $5,000 to support their immediate needs while rebuilding.

This long term recovery assistance is being provided in support of The Salvation Army’s mission: The Salvation Army, an international movement, is an evangelical part of the universal Christian Church. Its message is based on the Bible. Its ministry is motivated by the love of God. Its mission is to preach the gospel of Jesus Christ and to meet human needs in His name without discrimination.

PARAMETERS: Parameters for the "up to" $1,500 or $5,000 TSA Individual/Family/Farm Grants for those affected by the floods include the following:

  1. PHOTO ID AND FEMA DOCUMENTATION-Photo ID with the address confirmed within a FEMA Flood Zone during the 2019 floods. We will make a copy of the photo ID in addition to the FEMA Flood Zone documentation. The individuals do not necessarily have to have FEMA approval, we just need the documentation that they have applied for FEMA and live in a Flood Zone. 

  2. OFFICIAL COPY OF BILLING: An official copy of the billing to support individuals/families/farms affected by the flood. This must be an official document from the billing entity. The address of the bill must match that of the photo id provided within the FEMA Flood Zone. 

  3. TSA INTAKE FORM and TSA ELECTRONIC RECORD CONSENT FORM: Completion of the brief (one page) TSA Flood Intake Form with a TSA Case Manager and agreement for TSA to enter data within our record keeping data. Note, all data is HIPAA protected and this is how we track Flood Voucher disbursement.

  4. TAX ID or TAX FORMS forms: Farmers must bring in this proof that they are farmers.

The case manager will complete and verify the documentation and the billing will be paid directly to the vendors/billing entities within 7-10 business days.

*Note:  The Salvation Army also still has gift cards for those who have not already completed their original intake form and received these cards:

  • Gift cards in the amount of $25 per person up to a family 4, then $10 per person thereafter, and

  • Menards cards in the amount of $250 each (one per household).

Remaining supplies of these cards are limited, and both require application in person.

The Salvation Army advises funds for the long term recovery vouchers are limited and suggests the flood-affected apply as soon as possible, before July 31.
